The Challenge
Like many small regional communities across Australia, the Port Albert Progress Association (PAPA) relies heavily on volunteers to drive tourism initiatives, organise events, support local activities, and strengthen community engagement.
However, operating as a volunteer-led organisation in a small regional town presents a unique set of challenges.
Port Albert has a relatively small population, with a large proportion of residents either retired or semi-retired.
